    The City Auditor’s Office is seeking a mission-driven, versatile communication professional to expand its accountability and transparency work with historically underserved Portlanders by coordinating and conducting outreach and engagement, overseeing publication design, and advancing the online reach of the Auditor’s Office.

    As the sixth elected official in the City of Portland, the Auditor is independent of City Council and accountable only to the public. The Auditor’s Office promotes open and accountable government by providing impartial reviews and investigations, access to public information, and services for City government and the public. It employs 38 staff members working in four divisions.

    The Communication and Outreach Coordinator III was created to help reach three goals: 1) improve awareness through meaningful engagement among historically underserved communities of the information resources and free services the Auditor’s Office provides to the public, 2) develop reciprocal relationships with organizations to learn what their constituent communities think about City services and programs and use that information to make our audit and analytical work more meaningful to them, and 3) manage an effective communications program that supports internal clients, maintains timely and effective communication with external clients, and promotes broader awareness of the Auditor’s Office and its services.

    The position is located in the Auditor’s executive office and works closely with the City Auditor, Chief Deputy Auditor and all division managers. It is responsible for overseeing the implementation of an existing strategic communication plan, Auditor’s Office Racial Equity Plan, and Business Operations’ racial equity plan, coordinating public engagement activities officewide, supervising staff responsible for internal communications systems and processes, publication design, web presence, and public records requests; and developing and implementing a social media strategy, evaluating consultant proposals and administering and overseeing management of consultant contracts.

    Successful candidates will have:

    • a deep understanding of the City of Portland’s role in marginalizing some communities and how its actions have fostered distrust of government; 
    • existing relationships with community organizations led by and for communities of color and community leaders representing historically disenfranchised communities; 
    • expertise in culturally competent, cross-cultural and accessible communication;  
    • proficiency with a variety of communication formats and platforms; 
    • expertise in developing and implementing communications strategies
    • some experience supervising the work of others, either through project or personnel management;
    • a commitment to government accountability and transparency.

    The Air Quality Program (AQP) within the Department of Ecology is looking to fill a Senior Cap-and-Invest Market Monitor (Financial Examiner 4) (In-Training) position. This position is located in our Headquarters Office in Lacey, WA.

    As a Senior Cap-and-Invest Market Monitor, you will play a critical role supporting the successful long-term performance of Washington’s cap-and-invest program by helping ensure that our market stays transparent and free of fraud through monitoring of auctions and trading in allowance and other related markets. With your finance and/or econometric skillset, you’ll assess the market’s health with an eye towards Washington’s statutory commitments to decarbonization, and provide input for policy discussions on an ad-hoc basis. Working with Ecology’s Attorney(s) General, you’ll also investigate potential rule violations and support follow up enforcement actions if needed to maintain the market’s integrity.

    Through your collaboration with Ecology staff, State agencies, and other cap-and-invest jurisdictions, you’ll cultivate a deep understanding of the nexus between emissions allowance, energy, and financial markets. You’ll become a subject matter expert on cap-and-invest market behavior and serve as a resource to the rest of the CCA (Climate Commitment Act) Implementation Group as we work together to develop, implement, and maintain this powerful emissions-reduction program.

    Position Description

    The Water Resources (WR) program within the Department of Ecology is looking to fill an Operations Unit Supervisor (Environmental Planner 5) position. This position can be located in any one of the following offices:

Join the Stepherson & Associates Communications team as an Engagement Project Manager and play a crucial role in supporting the planning, design, and construction of transportation, water, land use, and energy projects. S&A seeks a Project Manager with at least five (5) years of experience designing and implementing public involvement programs on transportation, water, land use, environmental and/or energy projects.     Responsibilities

    • Design, development, and implementation of public involvement and communications programs for multiple infrastructure projects, applying environmental justice principles that remove barriers to participation, with a positive, respectful, and collaborative approach.
    • Collaborate with and manage internal teams to delegate and complete work – providing mentorship that further develops the skills of the team.
    • Develop and oversee high-quality, client-ready, public-facing materials (i.e., engagement plans, communications plans, website content, fact sheets, email updates, surveys, questionnaires, press releases, social media and a range of other project materials, etc.), and other activities as necessary to support thoughtful, equitable and culturally relevant community engagement.
    • Plan, organize and facilitate online and in-person engagement activities (i.e., workshops, open houses, public meetings, etc.),
    • Represent projects, clients, and public agencies as needed to support project communications and relationship building in the community and with other agencies.
    • Closely track project activities, work with agency public information officers to ensure alignment of communications across projects and identify opportunities and risks.
    • Develop and manage scope, budget, and contract processes for assigned projects.
    • Build and maintain relationships with clients, agencies, and community-based organizations.
    • Lead internal engagement with other WMBE (women- and minority-owned business enterprise) consultants on the project team(s) to identify ways to support continued success and meet/exceed project utilization goals.
    • Assist with proposals and business development efforts as needed for key pursuits.

    Qualifications:

    • At least five (5) years of demonstrated experience designing and leading engagement programs designed to broaden public involvement and improve communications with community members, particularly for marginalized communities.
    • Demonstrated superior communications skills with the ability to translate complex technical information into easy-to-understand formats for non-technical audiences.
    • Ability to work collaboratively, navigate contentious and/or difficult conversations, resolve conflicts, propose thoughtful and innovative solutions, and gain agreement with a variety of stakeholders.
    • Demonstrated experience leading dynamic teams on multiple projects of varying size and complexity, with a positive, respectful, and collaborative approach.
    • Demonstrated experience supporting public agencies to plan and implement public involvement in transportation, water, land use, environmental, and/or energy sectors.
    • Demonstrated experience designing and implementing communication and public involvement plans that use engagement tactics such as stakeholder interviews, public meetings, digital communications and website content, and the development of visually compelling collateral.
    • A commitment to and demonstrated experience in developing and implementing equitable engagement strategies to reach marginalized communities.
    • Experience managing defined scopes of work and working with clients to develop and implement public involvement strategies.
    • Ability to work in a fast-paced environment managing multiple deadlines for multiple projects.

    Role Summary

    Performs community/civic engagement responsibilities for city projects, policies, and programs, which includes assisting with development and implementation of engagement plans and strategies. Implementation efforts includes development and distribution of public notices, staffing engagement activities, collecting, organizing, and analyzing input, creating reports, and helping with staff education and training. Assists with coordination and implementation of physical and natural infrastructure planning projects. This position includes administrative and professional work.

    Duties

    Duties are performed under the direct supervision of the Public Services Chief of Staff or designee and may include the following:

    Essential Duties

    • Provide project management support and project coordination for public services initiatives, particularly as related to public involvement in the decision-making process.

    • Work with Project Managers to develop community engagement plans and strategies for their projects.

    • Make recommendations on the appropriate level of community involvement in decision-making on projects, policies, and programs across the public services area.

    • Recommend appropriate engagement techniques for public participation.

    • Coordinate with consultants on community engagement efforts and City of Ann Arbor standards for effective engagement.

    • Assist with development and distribution of community notifications about engagement opportunities in coordination with Communications staff. Includes multi-media forms of notification such as email, printed letters/postcards/flyers, phone calls, and other.

    • Actively participate in City’s equitable engagement efforts focused on inclusion.

    • Assist with the development of, and serve as an ambassador for, internal community engagement tools.

    • Assist with the development and delivery of internal staff training for meeting facilitation, engagement best practices, and city policies/tools/practices related to engagement.

    • Help prepare for and staff community engagement activities, such as project meetings and outreach efforts, as needed.

    • Summarize and analyze results from engagement activities, identify common themes, and determine next steps and follow-up items.

    • Serve as a Staff Liaison to various internal and external groups, as needed.

    • Plan and lead meetings with internal and external groups.

    • Work cooperatively with city units and external groups.

    • Perform research, planning and technical analyses related to community engagement.

    • At least two (2) years of progressively responsible experience in community engagement, planning, or related experience.
    • At least one (1) year of experience in project or program management.
    • Public speaking experience; developing and delivering presentations.
    • The City of Ann Arbor, at its discretion, may consider an alternative combination of formal education and work experience.

    Preferred:

    Certification in community engagement, facilitation or related field (e.g., International Association for Public Participation or National Charette Institute)
